MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 438, February 24, 1971 ] URGING ATTENDANCE IN THE VOLUNTEER LEADERSHIP CONFERENCE SPONSORED BY THE COMMUNITY CHEST OF GREATER MANILA. The Community Chest of Greater Manila, through its Staff and Volunteer Committee, is sponsoring a series of Leadership Conference for difference levels of citizen-volunteers. These conferences are envisioned to benefit not only the funding needs of the Community Chest but also to encourage citizens’ active involvement in civic affairs. One of these conferences is scheduled to be held in the City of Manila on April 2, 1971, exclusively for personnel managers of government corporations. This will afford fruitful and meaningful participation of government officials and employees concerned in the legitimate activities of private organizations. All heads of the government corporations are hereby urged to allow their personnel managers to attend the conference on official time.1âшphi1 This entitles them to conference fee, if there be any, including reasonable transportation expenses, chargeable against the funds of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.
