URGING ATTENDANCE IN THE THIRD CONVENTION-SEMINAR OF THE LEAGUE OF PROVINCIAL AND CITY SECRETARIES OF THE PHILIPPINES.

The League of Provincial and City Secretaries of the Philippines, with the technical assistance of the Local Government Center, U. P. College of Public Administration, will hold its third annual convention-seminar in Quezon City on March 24-27, 1971.

The main theme of the convention-seminar will be proposed constitutional reforms involving local governments.

Considering the timeliness of the convention-seminar theme, all provincial and city executives are hereby authorized to allow attendance of the provincial and city secretaries, as well as the secretaries to mayors of chartered cities, in the said convention-seminar. Their attendance thereto shall be on official time and their expenses for transportation, subsistence, lodging, and conference fees, chargeable against the appropriations of their respective offices, subject to availability of funds and the usual accounting and auditing requirements.
