SPECIAL TRAINING COURSE FOR INTERNAL SECURITY GUARDS OF CERTAIN GOVERNMENT OFFICES.
In compliance with a directive of the Executive Committee of the National Security Guard Council, the Philippine Constabulary will open a special course on Security Guard Training at the Constabulary Training Center on February 22, 1971.
The course is intended to train the security guards concerned in the act of employing temporary defensive measures as may be reasonable and necessary to prevent violence on persons or destruction to property in case of disorderly demonstration in or within the premises of a government office.
All heads of government offices and instrumentalities in the Greater Manila area are, therefore, hereby enjoined to send their security guards to the Constabulary Training Center for this training. Their names should be submitted to the Center not later than February 19, 1971.
This particular activity will continue until all security guards of the government offices and instrumentalities concerned shall have undergone training.1âшphi1
The attendance of the security guards in the special course shall be on official business, that is, on official time and with allowable expenses chargeable against funds of the sending office, subject to the availability thereof and the usual audit.
