[ Memorandum Circular No. 430, February 3, 1971 ]
CREATING A COMMITTEE TO UNDERTAKE THE PREPARATION OF ANNUAL PLANNING OF CURRENT OPERATING EXPENDITURES ON DEPARTMENT/AGENCY LEVEL.
There is hereby created a Committee on agency Budgets to prepare the annual planning of current operating expenditures of the different agencies with the view of establishing and setting-up of specific guidelines or criteria to be followed by the department/agency concerned.
The Committee shall be composed of the following

The Committee shall establish specific guidelines or criteria for the department/agency concerned to observe for an intelligent allocation of their funds, and in turn to be used by the approving office in evaluating budgetary requests. The Committee shall also review Budgetary Request Procedures to simplity them and avoid unnecessary red tape.
The Committee shall meet at such time and place as maybe determined by the Chairman; conduct periodic review of budgetary practices at department/agency level; and shall submit to the Office of the President of the Philippines an annual report of its activities.
The Committee may call upon any department, bureau, office, agency or instrumentality of the Government for such assistance as it may need in the performance of its functions.
Special Budget Requests shall heretofor cease to be referred to the Presidential Economic Staff.
This Circular shall take effect immediately.
