CREATING A COMMITTEE TO STUDY THE PROPOSAL FOR THE CUSTOMS ARRASTRE SERVICE, BUREAU OF CUSTOMS, TO TAKE OVER THE OPERATION OF THE NORTH HARBOR ARRASTRE.

A Committee is hereby created to study the proposal for the Customs Arrastre Service of the Bureau of Customs to take over the operation of the North Harbor Arrastre composed of the following:

Captain Abraham Campo PN (Ret.) – Chairman
Consultant, Office of the President

Director Ruben F. Santos – Member
Department of Labor

Acting Director Dominador Gangoso – Member
Bureau of Customs

The Committee will study, among other things, whether the proposal will result in the eradication of the ills attendant to the “Cabo” system of employment at the North Harbor. It shall recommend appropriate measures which may be adopted to ensure protection of the interests of labor at the prior.

The Committee may call upon any department, bureau, office, agency or instrumentality of the government, including government-owned or controlled corporations, for such assistance as it may need in the performance of its functions.1âшphi1

This Circular shall take effect immediately.
