[ Memorandum Circular No. 418, December 14, 1970 ]

CLARIFYING MEMORANDUM CIRCULAR NO. 394 DATED SEPTEMBER 11, 1970, AND FOR OTHER PURPOSES.

It is has been noted that there are divergent interpretations of the meaning and intention of Memorandum Circular No. 394 dated September 11, 1970, entitled “EXCUSING GOVERNMENT PERSONNEL, EXCEPT THOSE ENGAGED IN RELIEF AND RESCUE OPERATIONS, LIKE THE ARMED FORCES OF THE PHILIPPINES, SOCIAL WELFARE ADMINISTRATION, DEPARTMENT OF HEALTH AND DEPARTMENT OF PUBLIC WORKS FROM OFFICE ON SEPTEMBER 2 AND 3, 1970,” insofar as official and employees of the departments and offices engaged in relief and rescue operations are concerned. For clarification, those officials and employees who, in the opinion of the department, office or agency head concerned, were not needed for the relief and rescue operations of those who, though needed, could not come to office of reasons beyond their control are excused from office on September 2 and 3, 1970, even if they are employees of departments and offices engaged in relief and rescue operations.

Hereafter, whenever there is an official public announcement through the air or other media excusing government employees from office on the occasion of a typhoon or other public calamity, it shall be understood as not including those engaged in relief and rescue work. The offices involved in these activities should determine in advance and from time to time the staff or personnel thereof who must report for duty during such public calamities.
