[ Memorandum Circular No. 417, December 8, 1970 ]

URGING ALL PROVINCIAL GOVERNORS AND CIY MAYORS TO UNDERTAKE THE EARLY REHABILITATION AND REPAIR OF HOSPITAL AND SCHOOL BUILDINGS DAMAGED BY THE RECENT TYPHOON.

The recent typhoons have left in their wake the destruction of public school and hospital buildings throughout the country. The continued maintenance of public educational and health services demands the early rehabilitation and repair of such damaged public school and hospital buildings. To achieve this end, the coordinated efforts of all agencies concerned in all levels of government is imperatively necessary.

In view of the foregoing and as a matter of policy adopted by the Administration, no efforts should be spared to ensure the early repair of all damaged public school and hospital buildings in the provinces and cities. It is therefor enjoined that immediate steps be taken towards the setting aside of the necessary appropriations from any funds which could be made available for the purpose. The internal collections due the provinces and cities which are released by the Department of Finance shall be disbursed for such repairs and reconstruction if local income collections are found inadequate for the purpose.

The Provincial Governors shall transmit the contents hereof to the Provincial Board and to all Municipal Mayors and Municipal Councils in their respective provinces; and the City Mayors, to the Municipal Boards or City Councils, for their information and guidance.

By authority of the President:

(SGD.) ALEJANDRO MELCHOR
Executive Secretary
