[ Memorandum Circular No. 414, December 3, 1970 ]
URGING ADOPTION OF THE “ONE-APPEAL-PLAN” TO GENERATE FUNDS FOR THE REPAIR OF HOSPITAL AND SCHOOL BUILDINGS DAMAGED BY THE RECENT TYPHOONS.
There is hereby instituted the “One-Appeal-Plan” for the purpose of generating funds for the repair of hospital and school buildings damaged by the recent typhoons.
For a better system of collecting voluntary contributions under this “One-Appeal-Plan”, all departments, bureaus, offices and instrumentalities of the government, including corporations owned or controlled by the government, are hereby enjoined to adhere to the following guidelines:
a. This “One-Appeal-Plan” shall apply only to government officials and employees who are receiving salaries at the rate of?600.00 per month or more.
b. This contribution is purely voluntary, and refusal on the part of any official or employee to contribute should not be taken against him.
c. Should an employee agree, the corresponding amount may be deducted from his salary in four (4) installments, unless, of course, he desires a quicker way of meeting his pledges.1âшphi1
d. The amount collected from the officials and employees under the foregoing arrangements shall be turned over to the National Disaster Control Center (NDCC), care of Undersecretary of National Defense Efren I. Plana, which shall coordinate with the proper authorities on the disposition thereof.
It is herein emphasized that the money so generated is intended solely for the repair of hospital and school buildings and all concerned are hereby accordingly enjoined to see to it that the funds collected are not used for any purpose.
This circular hereby revokes Memorandum Circular No. 24, series of 1966.
