MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 413, November 26, 1970 ] ALLOWING ATTENDANCE ON OFFICIAL TIME OF QUALIFIED GOVERNMENT OFFICIALS AND EMPLOYEES IN BAGUIO AND IN THE PROVINCE OF BENGUET, IN THE CREDIT UNION LEADERSHIP AND CONSUMERS COOPERATIVE BASIC COURSES. The Credit Union and Cooperative Center of the Philippine Cooperative Credit Union League will sponsor a credit union leadership course and consumers cooperative basic courses starting December 16, 1970, with its Mountain Province Chapter as host.1âшphi1 In line with the policy enunciated in Memorandum Circular No. 378, current series, encouraging the establishment of consumers cooperatives, local officials in Baguio City and Benguet Province, together with a number of selected employees under them, are hereby authorized to attend, on official time the aforesaid courses provided that the only government expenses involved in connection therewith will all be the payment of registration fee of ?30.00 per participant and reimbursement of actual transportation expenses, chargeable against funds of their respective offices subject to the availability thereof and the usual audit.
