MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 387, August 27, 1970 ] CREATING A COMMITTEE TO STUDY AND EVOLVE AN INTEGRATED PLAN FOR THE IMPLEMENTATION OF THE PROVISIONS OF REPUBLIC ACT NOS. 5447 AND 4670. There is hereby created a Committee to study and evolve an integrated plan for the implementation of the provisions of R.A. Nos. 5447 and 4670, providing for the payment and adjustment of salaries of public school teachers and the payment of the cost of their living allowances, respectively. The Committee shall be composed of the following: Hon. Juan Manuel – Chairman Undersecretary of Education Hon. Robertyo V. Reyes – Member Acting Assistant Executive Secretary Hon. Pedro M. Almanzor – Member Undersecretary of Finance Hon. Juan Agcaoili – Member Deputy Commissioner of the Budget Hon. Antonio Locsin – Member Deputy Director General, PES The Committee shall study and evolve an integrated plan for the implementation of the aforementioned provisions of law for the next five years indicating the following points of reference: a. Funding requirements b. Schedules for payments c. Sources of funding d. Other related matters for an integrated and systematic implementation of the law The Committee is hereby empowered to call on any department, bureau, office and other instrumentality of the government for such assistance as it may need in the accomplishment of its mission.1âшphi1 The Committee may create sub-committees to assist in its functions. The Committee shall submit its report within fifteen days from the date hereof. This Circular shall take effect immediately. By authority of the President (SGD.)
