CREATING AN AD HOC COMMITTEE TO STUDY THE PROPOSAL TO DETACH THE RESPONSIBILITY OF ELECTRIC AND POWER DEVELOPMENT AND UTILIZATION IN THE MINDANAO AREA FROM THE NATIONAL POWER CORPORATION (NPC) AND GIVE IT TO SOME OTHER GOVERNMENT AGENCY.

In view of the emerging school of thought to separate the power of development and utilization in the Mindanao area from the National Power Corporation’s aegis of control, supervision and overall responsibility, it has become necessary to delve into the question in depth and determine whether in the interests of the general national development goals and power development in particular, it is better to entrust that responsibility to another agency, existing or to be created, or to have the National Power Corporation to continue with the burden of discharging the said responsibility.

The National Power Corporation has taken an official position on the subject, in relation to Senate Bill No. 344 which seeks the creation of a new Mindanao Power Corporation. This position and all pertinent angles of the subject, including the role and functions of the Mindanao Development Authority, should be looked into.

To make the determination, there is hereby created an Ad Hoc Committee which shall be composed of the following:

Mr. Vicente Paterno, Chairman Chairman
Board of Investments

Mr. Antonio Locsin, Deputy Director- Member
General for Operations, PES

Dr. Jaime Laya, Member
Dean, School of Business Administration, U.P.

All departments, bureaus, offices, agencies and instrumentalities of the government, including government-owned or controlled corporations, shall extend assistance to the Committee whenever such assistance is sought or requested by the Committee.

The Committee shall finish and submit its study and recommendation within a period of two weeks.1âшphi1
