[ Memorandum Circular No. 376, July 31, 1970 ]
REQUIRING GOVERNMENT OFFICES, AGENCIES AND INSTRUMENTALITIES TO COMPLY STRICTLY WITH THE PROVISIONS OF REVENUE REGULATIONS NO. V-8, AS AMENDED.
WHEREAS, it has been ascertained that many government offices, agencies and instrumentalities, including government-owned and controlled corporations, as well as provinces, cities and municipalities, have not been complying with Revenue Regulations No. V-8, as amended, which implement the provisions of the Tax Code concerning the withholding of tax from wages of its officials and employees, the remittance to the Bureau of Internal Revenue of the taxes withheld on wages paid, and the submission of the prescribed withholding tax returns on BIR Form W-1 and BIR Form W-3 within the regulatory period; and
WHEREAS, this administration is determined to see to it that all law are complied with by all sectors, and that government offices, agencies and instrumentalities should set an example in the faithful and prompt observance of pertinent laws and regulations;
WHEREFORE, all departments, bureaus, offices, agencies and instrumentalities of the Government, including the provincial, city and municipal governments, and all corporations owned or controlled by the Government, are hereby directed to comply strictly with the provisions of Revenue Regulations. No. V-8, as amended.
Heads of all government offices, agencies and instrumentalities concerned shall take such proper and necessary measures for the prompt and strict implementation of this order.1âшphi1
