MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 374, July 29, 1970 ] URGING ATTENDANCE IN THE 16TH ANNUAL CONVENTION OF THE DISTRICT AND CITY ENGINEERS LEAGUE OF THE PHILIPPINES (DACEL). The district and City Engineers League of the Philippines (DACEL) will hold its 16th Annual Convention at Magsaysay Hall, SSS Building, Quezon City on September 7-11, 1970, on the theme “The Role of District and City Engineers in the Restructuring the Economy and Social Order for the 70’s.” Considering the significance of the occasion to the continuing effort to improve the services of the League members in the prosecution of public works projects, their attendance in the convention is hereby authorized provided that, in line with the fiscal restraint policy, they shall not be entitled to any allowances other than actual transportation expenses, chargeable against funds of their respective offices, subject to the availability thereof and the usual audit.
