[ Memorandum Circular No. 373, July 27, 1970 ]

CREATING A COMMITTEE TO DETERMINE PRIORITIES IN THE SETTLEMENT OF CLAIMS AGAINST THE ARMED FORCES OF THE PHILIPPINES

There is hereby created a committee to determine the priorities in the settlement of the total prior years’ obligation of more than ?25 million which the Armed Forces of the Philippines cannot liquidate for lack of funds, composed of the following:

The Secretary of Finance Chairman
The Commissioner of the Budget Member
The Secretary of National Defense Member
The President of the Association of Government Internal Auditors Member

The government shall have the following functions and objectives:

1. Screen and determine the validity of all claims against the different commands of the Armed Forces of the Philippines and all offices under the Department of National Defense.

2. Make a breakdown of the various accounts payable by object class and the fiscal periods in which they were incurred; and

3. Consolidate and establish a system of priorities in the manner of payment and funding of all claims found to be in order

The Committee may call upon any department, bureau, office, agency or instrumentality of the government for such assistance as it may need in the discharge of its functions.1âшphi1

This Circular shall take effect immediately.
