ENJOINING THE SUBMISSION OF REPORTS AND/OR POSITION PAPERS REGARDING PROBLEM AREAS AND IMPORTANT ISSUES

In order to keep the President informed of the important problems and views of the various components of the Executive Branch of the Government, all heads of departments, bureaus and offices, and government-owned or controlled corporations, are hereby enjoined to submit to the Office of the President (Attn: The Executive Secretary) reports and/or position papers (in three copies on important issues and other matters, current as well as anticipated, which have a bearing on their respective functions or activities and which involve, directly or indirectly, the Office of the President.

The subject, format, length, medium of transmission, and other aspects of such reports/position papers are left to the discretion of the aforementioned officials. Whenever appropriate, however, transmission should initially be by the fastest available means of communication, in which case written, detailed reports/position papers should follow without delay. Progress reports and whatever is necessary to chance of update initial papers shall submitted by-monthly or as the situation so demands.

This Memorandum Circular supersedes Memorandum Circular No. 343 dated April 7, 1970, and takes effect immediately.1âшphi1
