[ Memorandum Circular No. 362, June 10, 1970 ]
FURTHER AMENDING MEMORANDUM CIRCULAR NO. 320 DATED FEBRUARY 23, 1970, CREATING A SPECIAL ACTION UNIT IN THIS OFFICE TO ATTEND TO THE PROBLEMS AND/OR COMPLAINTS OF THE PEOPLE.
Memorandum Circular No. 320 dated February 23, 1970, as amended by Memorandum Circular No. 329 dated March 9, 1970, is hereby further amended so as:
1. To include in the composition of the Unit a representative each from the:
a) National Media Production Center
b) Land Authority
c) Police Commission
2. To revise the second paragraph as follows:
“The representatives of the offices mentioned above and their counterparts in this Office shall henceforth be known as Action Officers and they shall receive, process and initiate necessary action on the problems and/or complaints referred to the unit.”
3. To revice the clause “x x with PARGO Deputy Chief and Officer-in-Charge Quirico P. Evangelista as his Action Officer” in the first paragraph of the amendatory circular to read:
“x x with the Acting Chief of the Complainst and Investigation office (formerly PARGO) Quirico P. Evangelista as the Chief Action Officer.”
4. To revise the fourth paragraph as follows:
“The Complainst and Investigation Office (formerly PARGO) shall act as Secretariat of the Unit.1âшphi1 All representatives of the offices mentioned brought to it with a view to resolving then expeditiously and fairly.”
5. To incorporate the following new paragraphs:
“An Action Officer shall be designated from among the key personnel of offices and instrumentalities with a personnel strength of less than two hundred (200), and on Action Committee of three (a chairman and two members), in offices and instrumentalities with more than two hundred (200) employees, whose duty, in addition to their regular duties, shall be to follow up cases referred by the Unit to their agencies to ensure expeditious disposition thereof.”
This Circular shall take effect immediately.
