[ Memorandum Circular No. 358, May 25, 1970 ]

AMENDING MEMORANDUM CIRCULAR NO. 243, SERIES OF 1969.

In view of the urgent need to pursue the Government’s efforts to conserve foreign exchange and gear expenditures toward the promotion of productive endeavors, Memorandum Circular No. 243, dated March 11, 1969, regulating purchases of vehicles by government offices or entities, including government-owned or controlled corporations, is hereby amended to include the following conditions:

1. Exemptions granted under Memorandum Circular No. 243 shall be construed as exemptions only from the prohibition of importing vehicles, but in no case from the payment of all necessary taxes, duties, and charges, unless otherwise provided by law;

2. Where an exemption is granted, in no case shall luxury vehicles be imported, it being made clear that only general-purpose, utility vehicles shall be authorized by virtue of such exemption.
