[ Memorandum Circular No. 355, May 19, 1970 ]

PRESCRIBING CERTAIN GUIDELINES FOR ATTENDANCE OF PHILIPPINE REPRESENTATIVES IN INTERNATIONAL CONFERENCES ABROAD.

Henceforth and until further notice, as a measure of fiscal restraint and in pursuance of the policy on retrenchment, the Republic of the Philippines shall be represented in international conference abroad where Philippine participation has been duly invited by personnel of the Embassy of the Philippines in the country hosting the conference or, in countries where no embassy, legation or any other form of mission has been established, of the embassy nearest or most proximate to the country where the conference is being held, who are qualified by their academic background, training or experience to participate in a reasonably knowledgeable in manner on the topic or subject matter of the conference; Provided that, in the following instances, representatives or delegates may originate, proceed or be sent from the Philippines:

(a) Where the host government or entity provides round trip travel tickets and per diems for delegates or participants;

(b) Where the host government or entity provides only either travel tickets or per diems if technological, economic or other benefits may be derived  from the conference;

(c) Even where neither travel tickets nor per diems are provided, if the conference deals on matters pertinent to the country’s development where non-attendance will result in great loss of prestige or economic benefits.

In the foregoing cases, only a minimum and the best experts in the field should be selected and sent to participate.1âшphi1
