CREATING A SPECIAL LIAISON GROUP TO COORDINATE AND LIAISON BETWEEN THE VARIOUS DEPARTMENTS, BUREAUS, OFFICES, AGENCIES AND INSTRUMENTALITIES OF THE EXECUTIVE DEPARTMENT AND OFFICES OF THE MEMBERS OF THE CONGRESS OF THE PHILIPPINES.

WHEREAS, members of the House of Representatives and the Senate have voiced the often valid complaint that their official needs, and those of their constituents which have been presented through them, have not been adequately attended to by the offices and agencies in the Executive Department to which they have been referred for action;

WHEREAS, because of this situation, there has arisen a need to organize a task group in the Executive branch of the government with the assigned mission of coordinating and liaisoning with the members of the House of Representatives and Senate, Congress of the Philippines, on the matter of their respective official needs and requests, and those of their constituents presented through them, with the various departments, bureaus, offices, agencies and instrumentalities of the Executive Department of the government;

Now, therefore, there is hereby created a Special Liaison Group which shall be composed of representatives from the major offices and agencies if the Executive Department of the government designated by their respective offices and detailed to the Special Liaison Group whose function shall be to coordinate and liaison with the members of the House of Representatives and the senate with respect to their requests or needs, or those of their constituents through their offices, from the offices and agencies of the Executive Department of the Government with the purpose of seeing to it that those needs or requests are followed up and attended to and given the proper attention.

The Special Liaison Group shall be headed by the Presidential Legislative Secretary, and he shall be aided by an assistant who shall be designated from among the representatives in the Special Task Group. The Legislative Office of the Office of the President shall provide the secretarial work for the Special Task Group.

The representatives detailed to the Special Task Group shall be entitled to transportation and representation allowances in amounts to be determined by their respective home offices and chargeable against the appropriation of the home office concerned subject to availability of funds and the usual audit.1âшphi1

All departments, bureaus, offices, agencies and instrumentalities of the government including government-owned and controlled corporation, and local government instrumentalities are hereby directed to extend the necessary support and assistance to the officially accredited member of the Special Task Group whenever such support and assistance is requested in connection with the Group’s official work.
