PRESCRIBING THE POLICY ON THE PHILIPPINE REPRESENTATION IN INTERNATIONAL CONFERENCES AND SIMILAR ACTIVITIES.

In line with the Government’s retrenchment policy, all heads of departments, bureaus and offices, including government-owned or controlled corporations, are hereby advised that, whenever possible, the Philippine Government shall be represented in international conferences and gatherings by Embassy personnel assigned abroad, particularly in the place where the conference or gathering is to be held. The only allowable exception at this time will be those cases where urgent need for representation by officials in Manila is evident but only for the least number of representatives.

For this purpose, it is hereby desired that position papers and working documents to be used in such conferences or allied activities should be prepared in Manila and airmailed to the designated representative in advance. The participating Embassy should be instructed to send all conference materials to Manila as soon as the same ends, for evaluation and disposition.

Strict observance by all concerned of the policy herein enunciated is hereby enjoined.1âшphi1
