URGING DEPARTMENTS, BUREAUS, OFFICES AND AGENCIES OF THE GOVERNMENT TO SPONSOR THE TRAINING OF THEIR QUALIFIED EMPLOYEES AT THE INSTITUTE FOR SMALL-SCALE INDUSTRIES, UNIVERSITY OF THE PHILIPPINES.

WHEREAS, the small and medium industries play a vital role in the economy growth of the nation;

WHEREAS, there is an urgent need for the promotion, development and increased productivity of small and medium enterprises in the Philippines;

WHEREAS, small and medium industries are confronted by two major manpower problems, namely: (1) the insufficient number of adequately-trained managers and consultants and (2) the scarcity of adequately-trained technicians to satisfy the requirements and needs of industry;

WHEREAS, there is a need for graduate-level training, especially in the field of small and medium industries, for management engineers and technicians, economists, financial analysts and administrators in the government service;

WHEREAS, in recognition of this urgent need, among others, the Institute for Small-Scale Industries, University of the Philippines, conducts graduate-level training courses geared towards the development and promotion of small and medium industries like the Small-Scale Industries Consultancy Course, the Law Coast Automation Course as well as Short-term training programs; and

WHEREAS, the Institute for Small-Scale Industries, University of the Philippines, can provide the much-needed education and training for management engineers and technicians, economists, financial analysts and administrators capable of formulating and implementing policies and plans and administering development projects in the small and medium industries sector of the economy.1âшphi1

WHEREFORE, all departments, bureaus, offices and agencies of the Government, including government-owned or controlled corporations, are hereby urged to sponsor the training of their qualified employees at the Institute for Small-Scale Industries on official time and at government expense; PROVIDED that unit performance is not unduly impaired thereby, that such training is directly related to the functions of their respective units, and that the expenses therefore are charged only to funds programmed for training and related activities.
