[ Memorandum Circular No. 332, March 13, 1970 ]

ENJOINING HEADS OF DEPARTMENTS, BUREAUS, OFFICES AND AGENCIES OF THE GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS TO ENCOURAGE THEIR EMPLOYEES TO FORM CONSUMERS’ COOPERATIVES AND TO PROVIDE GUIDANCE AND ASSISTANCE TOWARD THIS END.

In line with the measures instituted by the Government for the stablization on control of prices, particularly those of foodstuffs and other essential commodities, all heads of departments, bureaus, offices, and agencies of the government, including government-owned or controlled corporations are hereby enjoined to encourage their employees to form consumers’ cooperatives immediately in accordance with the provisions of Republic Act No. 2023 and to provide them with the necessary guidance and assistance toward this end.

Those consumers’ cooperatives shall be organized for the mutual benefit of their members and shall have as their major purpose the retail distribution among then of imported or locally produced foodstuffs and other essential consumers goods that may be made available by the existing federation of consumers’ cooperatives, related agencies, and other sources. In this connection and in order to facilitate the provision of consumer goods to those cooperatives, they should affiliate without delay with the existing federation of consumers’ cooperatives.
