PRESCRIBING THE PROCEDURE TO GOVERN APPOINTMENT PROPOSALS FOR POSITIONS FILLED BY THE PRESIDENT

It has been observed that papers pertaining to recommendations for appointment to vacancies in the different departments, bureaus and offices in the national government, the filling of which is made by the President with the consent of the Commission on Appointments, are submitted to the Office of the President without the proper action or indorsement of the department head concerned and with incomplete data which are necessary in processing appointments and evaluating the qualifications of the recommendees, thereby delaying action thereon unnecessarily.

As a matter of procedure, it is hereby required that appointment proposals for positions filled by the President with the consent of the Commission on Appointments be submitted to this Office with the following:

1. Recommendations of the chief of office and the department head concerned.

2. If more than one (1) candidate should be proposed for a particular position, a comparative statement of the qualifications of the candidates should be submitted.1âшphi1

3. The curriculum vitae of the candidates.

With respect to ad interim appointments or nominations already issued by the President, the information sheets of the appointees or nominees should be submitted to the Secretary of the Commission on Appointments in forty (40) copies in the form prescribed by the said Commission.
