[ Memorandum Circular No. 321, February 26, 1970 ]

PROVIDING THE GUIDELINES FOR THE SUSPENSION OF WORK IN OFFICES WITHIN THE VICINITY OF A RALLY OR DEMONSTRATION.

Whenever, there is a rally or demonstration, the heads of departments, bureaus, offices and agencies of the government, including government-owned or controlled corporations located within the immediate vicinity of the rally or demonstration are hereby authorized to suspend work in their offices provided the following circumstances are present:

1. the office is within the immediate vicinity of the rally or demonstration;

2. there is such a big number of demonstrators;

3. there are signs of impending trouble or rioting; and

4. the rally or demonstration may directly disrupt the functions of the office or endanger the life or limb of the employees.1âшphi1

In the case of other government offices not contemplated in this Circular who feel that their employees should be sent home to avoid transportation problems and other attendant difficulties brought about by the rally or demonstration, they shall do so only after securing the prior clearance of this Office.

This Circular shall take effect immediately.
