[ Memorandum Circular No. 320, February 23, 1970 ]
CREATING A SPECIAL ACTION UNIT IN THIS OFFICE TO ATTEND TO THE PROBLEMS AND/OR COMPLAINTS OF THE PEOPLE.
There is hereby created a Special Action Unit in this Office to attend to the problems and/or complaints of the students, the agricultural workers, the industrial workers and the under-privileged group who come to this Office for assistance. This Unit shall be under the supervision of the Assistant Executive Secretary for Administrative Affairs and shall be composed of personnel in this Office and the representatives of the following Departments and Offices:
Department of Education
Department of Labor
Department of Agriculture & Natural Resources
Department of Social Welfare
Department of Justice
Philippine Constabulary
The representatives of the Departments mentioned above and their counterparts in this Office shall receive, process and initiate necessary actions on the problems and/or complaints falling under their respective jurisdictions as follows:
Department of Education – Students
Department of Labor – Industrial workers
Department of Agriculture & Natural Resources – Agricultural workers
Department of Social Welfare – Underprivileged

The PARGO shall act as Secretariat of this Special Action Unit. The representative from the Department of Justice and Philippine Constabulary shall provide common support to any of the areas of activity of the officials referred to above with a view to resolving all problems and complaints expeditiously and fairly.
This Circular shall take effect immediately.
