[ Memorandum Circular No. 313, January 23, 1970 ]

DIRECTING ALL DEPARTMENTS, BUREAUS, OFFICES, AGENCIES AND INSTRUMENTALITIES OF THE GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS AND LOCAL GOVERNMENTS TO EXTEND FULL COOPERATION AND ASSISTANCE TO DULY ACCREDITED AND AUTHORIZED GOVERNMENT AGENTS/OR INVESTIGATORS.

All departments, bureaus, offices, agencies and instrumentalities of the government, including government-owned or controlled corporations and local governments are hereby directed to extend full official assistance and cooperation to duly accredited and authorized agents and/or investigators of the various investigative agencies of the government, whenever such assistance and cooperation are requested in connection with investigations authorized to be conducted or undertaken by the said agents and/or investigators.

Any official or employee who unduly and unjustifiably refuses to give such assistance or cooperation on a matter within his official competence to do shall be subjected upon proper complaint to strict administrative disciplinary measures and sanctions.1âшphi1

All are enjoined to act accordingly.
