[ Memorandum Circular No. 307, November 11, 1969 ]

REQUIRING PRESENTATION OF TRAVEL AUTHORITY AT PORT OF EMBARKATION.

Effective immediately, any government official or employee authorized to undertake official travel abroad shall present the original or a certified true copy of the travel authority issued by the Office of the President or by the Special Committee on Scholarships with respect to scholarships, fellowships or training grants.

For this purpose, the Bureau of Immigration is hereby directed to require as part of the standard operating procedure at ports of embarkation the presentation by any government official or employee purportedly travelling officially of the authority to travel issued by the Office of the President or by the Special Committee on Scholarships, as the case may be. Inability to do so shall be sufficient reason to prevent the official or employee concerned from leaving the country.
