[ Memorandum Circular No. 305, November 24, 1969 ]

LIMITATIONS ON CERTAIN MATTERS RELATIVE TO APPOINTMENT PROPOSALS SUBMITTED TO THE OFFICE OF THE PRESIDENT UNDER ADMINISTRATIVE ORDER NO. 171, SERIES OF 1956.

It has been observed that, heretofore, numerous appointment proposals submitted to the Office of the President under Administrative Order No. 171, series of 1956, whether original, promotional, or reinstatement, are almost always of retroactive effect.

In view of pressing need to set the operations of the governmental machinery as efficiently and effectively as possible through sound policies and procedures, it is hereby advised that this Office, as a matter of policy, would not now look with favor on appointments proposed with retroactive effect. Accordingly, appointing authorities shall, henceforth, not allow any proposed appointee to assume the duties of the position to which he is proposed for appointment unless the corresponding proposal required under Administrative Order No. 171, series of 1956, has been approved by this Office. Needless to state, appointments proposed with retroactive effect shall no longer be entertained by this Office.

Strict compliance herewith by all concerned is hereby strongly enjoined.1âшphi1

This Memorandum Circular shall take effect immediately.
