[ Memorandum Circular No. 300, November 13, 1969 ]

PRESCRIBING THE PROCEDURE IN THE HANDLING OF PAPERS INTENDED OR CALLED FOR BY THE PRESIDENT.

Effective immediately, all official papers coming from the various departments and agencies, including government-owned or controlled corporations, which are to be submitted to the President or are called for directly by him shall be coursed through the Executive Secretary. In cases where time or circumstances do not permit such coursing, the chiefs of offices concerned shall see to it that the Executive Secretary is properly advised thereof by furnishing him with copies of the official papers.
