ENJOINING ALL DEPARTMENT HEADS AND CHIEFS OF BUREAUS, OFFICES, AGENCIES AND INSTRUMENTALITIES TO EXTEND TO THE PERSONNEL DETAILED TO THE COMMISSION ON REORGANIZATION ALL ASSISTANCE, FACILITIES, AND PRIVILEGES INCLUDING PREFERENCE IN MATTERS OF PROMOTION.
This Office has authorized, upon the request of the Commission on Reorganization, the detail to said Commission of personnel of the various departments, bureaus, offices, agencies and instrumentalities of the Government who have been chosen, in view of their expertise and specialization, to compose the technical staff of the Commission.
In the discharge of such functions, the said personnel invariably need the full assistance and facilities of their respective offices as well as the other offices involved in their work, and should be given all the necessary support and encouragement.
In view thereof, all department heads and chiefs of bureaus, offices, agencies and instrumentalities are hereby enjoined to observe the following:
1. To extend to their personnel detailed to the Commission on Reorganization, and other personnel of the Commission, such assistance and facilities of their offices as may be needed, including reasonable use of secretarial and clerical staffs;
2. To continue providing to such detailed personnel the same privilege as they have been enjoying before their detail and which are not being provided by the Commission on Reorganization such as clothing, representation, transportation, and other allowances;
3. To continue paying the salaries of said detailed personnel through their regular payrolls and not by individual vouchers as some agencies are reportedly doing; and
4. To consider detail to the Commission on Reorganization as an additional credit in favor of the said detailed personnel in matters of promotion during and after their said detail subject, however, to the provisions of the Civil Service law and rules.1âшphi1
