[ Memorandum Circular No. 284, September 2, 1969 ]

ALLOWING GOVERNMENT EMPLOYEES TO ATTEND COOPERATIVE SEMINARS, WORKSHOPS, CONFERENCE TO BE CONDUCTED BY THE AGRICULTURAL CREDIT AND COOPERATIVE INSTITUTE, UNIVERSITY OF THE PHILIPPINES ON OFFICIAL TIME.

WHEREAS, it is the policy of the government to promote and organize cooperatives to increase the purchasing power of members by reducing the cost of production inputs and increasing the returns for their products;

WHEREAS, cooperative education and training is an essential factor in the successful operation of farmers’ cooperatives, consumers cooperatives, credit unions, industrial cooperatives and service cooperatives;

WHEREAS, there are many government employees who are officers and members of cooperative bodies who need cooperative education and training to discharge efficiency their functions; and

WHEREAS, the Agricultural Credit and Cooperatives Institute is the center for cooperative education and training in the Philippines;

WHEREFORE, government employees including public school teachers who are officers or members of cooperative bodies who need cooperative training to discharge their functions effectively are enjoined to attend on official time seminars, workshops, conferences, meetings and training courses conducted by the Agricultural Credit and Cooperatives Institutes, University of the Philippines.
