[ Memorandum Circular No. 279, August 8, 1969 ]

ENJOINING ALL GOVERNMENT ENTITIES TO LEND SUPPORT TO THE CAMPAIGN OF THE COMMISSION ON ELECTIONS TO ENLIST NEW VOTERS AND PHOTOGRAPH REGISTERED VOTERS WITHOUT ID PICTURES

The Commission on Elections has informed this Office that the tornout of new voters and of those who are already registered but have to be photographed as required under tin Permanent Registration System is quite slow in spite of an intensified campaign to enlist as many of those concerned and of the fact that the deadline for registration, September 12, 1969, is already very close.

In view thereof and in order to avoid the prospect of disenfranchisement in November of new voters and registered voters without ID pictures, all heads of departments and chiefs of bureaus and offices, including local subdivisions and government-owned or controlled corporations, are hereby enjoined to lend their support and cooperation to the drive by:

(a) promoting the campaign in their respective offices and communities; and

(b) allowing their personnel who are either new voters or registered voters who have no pictures on their registration forms to their registrar on official time.1aшphi1
