[ Memorandum Circular No. 278, August 7, 1969 ]

REMINDING ALL CONCERNED OF THE PERIOD PRESCRIBED FOR THE SUBMISSION OF TRAVEL PAPERS TO THE OFFICE OF THE PRESIDENT.

Memorandum Circular No. 56 of this Office dated June 28, 1966, provides, among other things, as follows:

“Proposals for travel abroad shall, henceforth, be submitted for the consideration of this Office x x x not later than ten (10) days before the expected departure date. Failure to comply with this requirement may be sufficient ground for the disapproval of the proposed trip.”

This particular requirement, it has been observed during the past few years, has not been complied with in many instances thereby causing undue inconvenience to all concerned.1âшphi1

In view thereof, all heads of departments and chiefs of bureaus and offices, including local subdivisions and government-owned or controlled corporations, are hereby reminded of the necessity of strict compliance with the aforesaid requirement and are enjoined to see to the proper enforcement thereof within their respective jurisdictions.

In this connection, it is required that, henceforth, all travel proposals submitted to this Office be accompanied by supporting documents, where necessary, such as copies of invitations if participation in a meeting or other activity abroad is by invitation; estimate of expenses, if the Government is to shoulder the same; and such other papers as are necessary to justify the proposal.
