BY THE PRESIDENT OF THE PHILIPPINES
[ Memorandum Circular No. 274, July 22, 1969 ]
ENJOINING PROMPT ATTENTION ON MATTERS RECEIVED FROM THE ACTION COMMITTEE ON RURAL COMPLAINTS.
The Office of the President has organized an Action Committee on Rural Complaints under the direct supervision of the Executive Secretary to serve all complaints, requests and inquiries coursed through the radio farm or rural programs of the Rural Broadcasters’ Council. This Committee serves as a liaison group between government agencies and the Rural Broadcasters’ Council. All letters will be endorsed by this Committee to the appropriate action office which will inform the Committee and the parties of the action taken.
Since this Committee will select complaints, requests and inquiries of top importance, all heads of departments, bureaus, or agencies of the government are required to act on them immediately. In no case will the answers merely make promises of action but categorical statements must be made if nothing can be done immediately. For instance, a request for a barrio road in an unprogrammed area must be answered definitely although in a polite manner.1âшphi1
The Action Committee will record all endorsements and action taken for periodic reporting to the Office of the President. Any delay in acting on the letters will be shown in these reports.
This Memorandum Circular shall take effect immediately.
By authority of the President:
(Sgd.) RAFAEL M. SALAS
Executive Secretary
