MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 243, March 11, 1969 ] REGULATIONS REGARDING THE PURCHASE OF VEHICLES BY GOVERNMENT OFFICES OR ENTITIES, INCLUDING GOVERNMENT OWNED AND/OR CONTROLLED CORPORATIONS. Effective immediately, government offices, agencies or entities, including government owned and/or controlled corporations, shall refrain from importing, either directly or indirectly, motor vehicles. All vehicular requirements shall be produced from local assemblers. Purchase of vehicles by government offices, agencies, or entities, as well as by government owned and/or controlled corporations, except in cases where, under existing law, said purchases are authorized to be made tax-free, shall not be passed in audit unless accompanied by evidence of payment of the corresponding duties and taxes due on said vehicles.
