MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 238, March 4, 1969 ] URGING ATTENDANCE IN THE NINTH NATIONAL CONFERENCE ON CAREER AND EMPLOYEE DEVELOPMENT The Government Training Officers Association of the Philippines, Inc, (GTOAP), with the technical assistance of the Civil Service Commission, will hold its Ninth National Conference on Career and Employee Development oil April 23-25, 1969, in Davao City on the theme: “Revitalizing Career and Employee Development for Responsive Public Service.” Considering the importance and timeliness of this year’s conference theme conference to the need for better trained manpower to pursue the Administration’s various development programs, all heads of departments and chiefs of bureaus and offices, including local governments, and government-owned or controlled corporations are hereby authorized to send to the conference their training officers and two others who should, preferable, be members of the Government Training Officers Association of the Philippines, Inc. Their attendance shall be on official business and their expenses for transportation, subsisted lodging and conference fees in connection therewith shall be chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.
