MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 231, February 17, 1969 ] ENJOINING ATTENDANCE IN THE FOURTH ANNUAL NATIONAL CONVENTION OF THE PHILIPPINE FEDERATION OF NUTRITION COUNCILS & RELATED AGENCIES. The Philippine Federation of Nutrition Councils and Related Agencies (PFNCRA), will hold its Fourth Annual National Convention on March 7-8, 1969, in Manila, on the theme “Carrying Out a Pre-School Feeding Program.” Departments, bureaus, and offices, as well as city, provincial and municipal governments, including government-owned or controlled corporations, which have nutrition councils and/or agencies affiliated with the PFNCRA, ere hereby authorized to send not more than four members from each agency to the convention. Their attendance shall be on official time and their expenses for transportation, subsistence, lodging and convention fees in connection therewith shall be chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements. Each agency may send delegates in excess of four, but the attendance of those in excess of four shall be on official time only.
