[ Memorandum Circular No. 224, January 7, 1969 ]
URGING DEPARTMENTS, AGENCIES, AND OTHER SUBDIVISIONS OF THE GOVERNMENT TO SPONSOR THEIR OFFICIALS AND EMPLOYEES TO ATTEND THE GRADUATE AND TRAINING PROGRAMS OF THE SCHOOL OF ECONOMICS, UNIVERSITY OF THE PHILIPPINES.
WHEREAS, it has been a declared national policy to strengthen and improve the economic planning staffs of key government at the national, provincial and local levels, including regional planning authorities and tent-owned or controlled corporations;
WHEREAS, to implement the above policy, there is need for graduate training for economists, economic technicians and administrators in government service;
WHEREAS, in recognition of this urgent need, among others, the School of Economics, University of the Philippines offers graduate courses leading to the degrees of Master of Arts and Doctor of Philosophy, conducts training programs in development economics, and undertakes economic research; and
WHEREAS, this Office recognizes that the School of Economics can provide the much needed education and training for economists, economic technicians and administering development projects in all sectors of the economy;
WHEREAS, all departments, agencies, and subdivisions of the Government including regional planning authorities and government-owned or controlled corporations are hereby urged to sponsor officials and employees with suitable basic qualifications to pursue graduate studies or participate in training programs at the School of Economics. The period of study and participation of those accepted shall be on official time and the expenses for such participation are hereby authorized to be taken from such funds of the offices concerned as may be available for the purpose.
