AUTHORIZING THE ATTENDANCE OF CERTAIN GOVERNMENT OFFICIALS AND EMPLOYEES IN THE FIRST NATIONAL CONFERENCE OF THE SOCIETY OF SCHOLARS TO THE UNITED KINGDOM.

The Society of Filipino Scholars to the United Kingdom all hold its First National Conference on December 5, 1968, the British Reading Room, R. Hidalgo Street, Quiapo, Manila. The conference theme is: “Utilizing Trained Manpower Resources for Nation Building.”

At the conference will be discussed measures by which manpower resources, especially those who have undertaken specializations abroad, nay be effectively utilized in the implementation of vital government projects and personnel policies.

All heads of departments and chiefs of bureaus and offices, including government-owned or controlled corporations, are hereby authorized to send to this conference not more than one only of their officials and employees who are members of the Society, excluding the officers of the association taking charge of the affair, on official time and with expenses for transportation, subsistence, lodging, and conference fees, chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.

The participants shall submit to their agency heads a report on their participation within 30 days after the conference.1âшphi1
