MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 211, October 29, 1968 ] AUTHORIZING THE ATTENDANCE OF CERTAIN LOCAL OFFICIALS IN A CONFERENCE TO BE CONDUCTED BY THE PRESIDENTIAL AGENCY ON REFORMS AND GOVERNMENT OPERATIONS (PARGO) FOR NORTHERN MINDANAO. The Presidential Agency on Reform and Government Operations (PARGO) will hold its third regional conference on November 7-8, 1968 in Iligan City for the Provincial, Municipal and Barrio officials of Northern Mindanao, in consonance with its campaign to promote civic consciousness and a sense of social responsibility among the people. The discussions will dwell on the following topics: The Role of the Provincial, City, Municipal and Barrio Officials in the Campaign Against Crime; Reforms for Greater Efficiency in the Government Service; and Unity for National Progress.1âшphi1 Attendance in the conference of the officials concerned is hereby authorized on official business, that is, with reasonable transportation, subsisted and lodging chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual audit.
