[ Memorandum Circular No. 199, August 5, 1968 ]

URGING THE ATTENDANCE OF GOVERNMENT EMPLOYEES IN THE SEMINARS ON PILIPINO AND OTHER SIMILAR ACTIVITIES TO BE CONDUCTED BY THE INSTITUTE OF NATIONAL LANGUAGE IN SELECTED LINGUISTIC AREAS IN THE PHILIPPINES.

WHEREAS, the period from October, 1967 to October, 1968, has been designated as “Consciousness Year for Filipino Greatness;”

WHEREAS, it is recognized that involvement in the cause of Pilipino, our National Language, is an indispensable ingredient of nationalism that leads to national greatness;

WHEREAS, there is felt an imperative need to stimulate Pilipino-consciousness among out people at all levels to pave the way for a nation-wide participation in the propagation of the National Language;

WHEREAS, to attain this end, heads of departments and chiefs of bureaus and offices, including provincial, city and municipal governments, as well as government-owned or controlled corporations, are hereby authorized to send not more than four (4) of their employees to attend the seminars on Pilipino and other similar activities to be conducted by the Institute of National Language in their respective provinces and/or cities or in any other place within the linguistic area which the Institute may select. Their attendance shall be on official time, their expenses in connection therewith chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements. The participants shall submit to their respective agency heads a report on their participation within thirty (30) days after completion thereof.1âшphi1
