[ Memorandum Circular No. 195, July 15, 1968 ]
SUSPENDING PAYMENT OF SALARY OF OFFICIALS AND EMPLOYEES WHO DID NOT FILE THEIR INCOME TAX RETURNS FOR 1967.
Under Memorandum Circular No. 192 of this Office dated (June 17, 1968, all departments, bureaus, offices and entities the executive branch of the government, as well as independent offices, are required to prepare and submit to this Office lists of officials and employees under them who have gross income of P1,800 or more during the calendar year 1967 but failed to file their corresponding incme tax returns.
In connection therewith, it is hereby directed that the payment of salary of officials and employees who have been so listed as not have filed their income tax returns be suspended beginning with the salary due on July 15, 1968. All is of departments, and chiefs of bureaus and offices, including independent offices, are hereby enjoined to require their cashiers, special disbursing officers, paymaster, or similar officials, to comply with this directives.
It should be stated that, notwithstanding repeated follow-ups, only few offices have complied with the requirement to submit lists of non-filers, Notice is hereby that the salaries of heads of departments and chiefs of bureaus and offices, as well as of independent offices, be ordered suspended if within fifteen (15) days from date hereof the lists required of them under Memorandum Circular No. 192 will not have been received in this Office.
