MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 170, March 25, 1968 ] PROPER IDENTIFICATION AND USE OF GOVERNMENT VEHICLES. All heads of departments and chiefs of bureaus and offices provincial, city and municipal governments, including government-owned or controlled corporations, are hereby reminded that (1) all RP vehicles should be plainly marked “For Official Use Only,” with the name of this office or agency underneath; and that (2) a trip ticket should be issued for every official trip of such government vehicle. The Presidential Agency on Reforms and Government Operations (PARGO) is hereby directed to see to it that the above requirements are strictly observed and to report to this Office violations thereof.1âшphi1 The General Auditing Office is also hereby enjoined to assist in the enforcement of the provisions of this Circular, for which purpose it should not pass in audit the disbursement of funds for the purchase, repair, servicing, or operation of government vehicle unless the applicable requirements herein prescribed are compiled with.
