[ Memorandum Circular No. 156, February 9, 1968 ]

URGING DEPARTMENTS, AGENCIES, AND OTHER SUBDIVISIONS OF THE GOVERNMENT TO SPONSOR THEIR OFFICIALS AND EMPLOYEES TO ATTEND THE GRADUATE EDUCATION AND OTHER TRAINING PROGRAMS OF THE INSTITUTE OF PLANNING, UNIVERSITY OF THE PHILIPPINES.

WHEREAS, it has boon declared national policy to strengthen and assist government agencies and private organizations in the study and solution of their development problems, to facilitate the realization of development proposals at all levels, and to improve human settlement and their environments by the integration of social, economic, physical and administrative considerations to produce coordinated and comprehensive development studios and plans;

WHEREAS, to assist in the achievement of the above declared policy, it is important to make available a pool of capable professional urban and regional planners;

WHEREAS, in recognition of this urgent need Republic Act No. 4341 was enacted which authorized the University of the Philippines to establish the Institute of Planning vested with the function, among others, of conducting a graduate course leading to a Masters degree in Environmental Planning and short-term in-service training programs in this field; and

WHEREAS, this Office realizes that the Institute will provide the much needed education and training to produce professional urban and regional planners capable of assuming senior positions in all sectors of the community;

WHEREFORE, all departments, agencies and subdivisions of the Government, including government-owned or controlled corporations are hereby urged to sponsor officers and employees with suitable basic qualifications to pursue the graduate and in-service training programs of the Institute of Planning. The participation of those accepted shall be official business, the expenses for which are hereby authorized to be taken from such funds of the offices concerned as may be available for the purpose, or from their savings pursuant to Section 4 of Republic Act No.4341.
