PRESCRIBING THE POLICY REGARDING THE GRANT OF REPRESENTATION ALLOWANCES TO CERTAIN LOCAL GOVERNMENT OFFICIALS.
It has been observed that certain provincial and city boards and councils grant monthly representation allowances to ranking officials at rates that vary immensely depending on the discretion of the provincial or city board or council concerned. The disparity in rates as well as in the number and category of officials entitles to representation expenses could be due mainly to the absence of a general policy on the matter. In view of the unavoidability of the incurrence by local officials of expenses in connection with the performance of their duties and, further, in order to establish a uniform rate of representation allowances for certain levels of officials in local governments, the following rates are hereby prescribed:
A. For the Cities of Manila, Quezon, Baguio, Pasay and all First and Second Class Provinces and Cities –

The grant of monthly representation allowances at amounts not exceeding the rates fixed above shall be subject to the prior approval of the local legislative bodies and to the financial stability of the local governments concerned, as well as to the condition that it shall be strictly on reimbursement basis. Furthermore, tai grant thereof to other provincial and city officials not specifically mentioned above shall be approached from a realistic appraisal of the need therefor, taking into consideration the nature of the duties performed by them.
Strict compliance with the policy herein prescribed is hereby enjoined.
