[ Memorandum Circular No. 136, November 2, 1967 ]
PROHIBITING THE USE OF GENERAL FUNDS FOR THE CONSTRUCTION OF GOVERNMENT BUILDINGS.
Henceforth, no portion of the general funds shall be spent for the construction of government buildings. All government offices without their own buildings shall, instead, coordinate and work out with the Department of General Services concerning the construction of their office buildings and the making of loans for the purpose from the Department of the Philippines for an integrated government center in the Capital City, pursuant to the provisions of Republic Act No. 5176. The annual appropriations for rentals of office buildings or space shall, upon arrangement with the Department of General Services, be utilized for the amortization of such loans or indebtedness.1âшphi1
All heads of department and chiefs of bureau and offices are hereby enjoined to follow strictly the provisions of this Circular.
