GOVERNING SOLICITATIONS OF CONTRIBUTIONS FOR ALLEGED COMMUNITY SERVICES PROJECTS AND LIKE UNDERTAKINGS.
It has come to the attention of this Office that certain members of the Filipino Community in Hawaii are engaged in dubious fund raising operations under the guise of promoting goodwill between the Philippines and the United States. Their activities reportedly are supported by previously secured letters from high Philippine Government officials endorsing or acknowledging the worthiness of such activities.1âшphi1
The modus operandi is as follows: The promoters write to high government officials and top business executives offering them honorary titles end requesting messages on, or seeking indorsement of, proposed projects for alleged community service. Once letters of acknowledgment or acceptance or the messages or indorsements are secured, the same are used in support of their solicitation of contributions in money or in kind from all possible sources. The funds raised reportedly turn out to be to their own private advantage.
In order to forestall the misuse of such letters of acknowledgment or indorsement, especially those coming from high government officials, it is hereby directed that prior comment and/or recommendation of the proper embassy or consulate officer should first be secured before final action is taken on such representations.
Since these pernicious activities could be happening locally, it is also desired that communications pertaining to the fund campaign or other similar activities of any private organization not officially authorized, should be handled with meticulous care.
