[ Memorandum Circular No. 127, August 8, 1967 ]

The Postmaster General, the Commissioner of Customs, their subordinates, and all other government officials whoso functions have something to do with the receipt and conveyance of mail natter and/or importations are hereby directed to allow through the mail or customs and/ or deliver, after the payment of proper fees charged or levied thereon, works of art, including but not limited to paintings, sculpture, woodcuts and litographs, especially those deemed classical, and any printed natter containing reproductions thereof, to their addressee and consignees, unless they are patently obscene or pornographic or their entry or circulation in the country is banned or restricted under existing law.1âшphi1
