[ Memorandum Circular No. 120, June 29, 1967 ]

URGING THE DIRECTOR OF CIVIL AVIATION TO IMPROVE AIR TRAVEL FACILITIES AND THE COMMISSIONERS OF CUSTOMS AND IMMIGRATION, AND THE DIRECTOR OF QUARANTINE TO SIMPLIFY AND SYSTEMATIZE CLEARING PROCEDURES AT THE MANILA INTERNATIONAL AIRPORT.

WHEREAS, 1967, being International Travel Year by virtue of Presidential Proclamation No. 105 dated September 12, 1966, offers to us a special opportunity to promote the tourist industry by attracting and inducing more tourists to conic to the Philippines;

WHEREAS, it is also anticipated that in the immediate future much bigger aircraft will be introduced to the country, such as the “jumbo jet” with a capacity of more than twice the present ones in operation, thereby necessitating the construction and/or installation at the Manila International Airport (MIA) of improved and modern facilities and equipment to promote air travel;

WHEREAS, it has been observed that embarking and disembarking passengers, as well as the discharge of their baggage, at said airport are usually subjected to excessive and/or unnecessary inspection and examination by customs and other government authorities; and

WHEREAS, it is imperative to improve the facilities and equipment at said airport and to reduce to the minimum formalities and eliminate unnecessary practices in the enforcement of customs, immigration, quarantine and ether laws, regulations and issuance of clearances;

WHEREFORE, the Director of Civil Aviation is hereby urged to take the necessary measures to modernize the facilities and equipment at the Manila International Airport, and the Commissioners of Customs and Immigration, and the Director of Quarantine are hereby likewise urged to simplify and systematize the procedures in the implementation of customs, immigration, quarantine and other laws and regulations and issuance of clearances by, among other things, minimizing paper work on the part of passengers, particularly the tourists and to eliminate those practices which, in one way or another, tend to delay or hinder the smooth flow of aircraft, passengers and cargo thereat.

The above—mentioned officials may call upon any department, bureau, office or agency of the government for such assistance as they may need in the performance of their duties.1âшphi1
