AMENDING MEMORANDUM CIRCULAR NO. 1 DATED DECEMBER 31, 1965, REGARDING THE HIRING OF CASUAL AND EMERGENCY EMPLOYEES, AND FILING OF VACANT POSITIONS.

The Directive embodied in Memorandum Circular No. 1 dated December 31, 1965, terminating the services of casual employees is hereby lifted. Whenever, however, it is deemed necessary to avail of the services of casual employees, utmost care should be taken to insure that only such number of casual employees as are actually needed to cope with the exigencies of the service shall be hired, and in all cases the pertinent provisions of the Civil Service Law and Rules and Regulations that govern the case are properly observed. Expenditures for the services of casual employees should be strictly limited to the amount actually released and made available for the purpose during the quarter period for which the release is intended in order to avoid a situation where the total appropriations for the purpose of hiring casuals for the fiscal year is exhausted long before the end thereof.

Likewise, the prior authority of this Office under the Memorandum Circular to fill vacant positions is hereby dispensed with in so far as positions at salaries below ?3960 per annum are concerned.1âшphi1
